Committee Overview

The Historic Security Council is treated as having the same capabilities and limitations as the present UN Security Council. Delegates will re-investigate the issues facing the Security Council in a previous year. It will be imperative to apply critical and analytical skills to determine the best course of action for the Security Council in addressing these past issues. It is encouraged that delegates not be limited to actions already taken in the past, but rather delegates should broaden their perspective on resolving a conflict in a novel manner. The Security Council is vested with the "primary responsibility for the maintenance of international peace and security". Members of the UN may request the resolution of any matters of international conflict or dispute by bringing it up with the Security Council. Additionally, non-member parties may bring the attention of the Security Council to any conflict provided the party agrees to follow the terms set forth by the Council for participation. On order to carry out its functions, the Security Council has the ability to "establish...subsidiary organs as it deems necessary", including but not limited to ad hoc committees, depoying peecekeeping forces, and investigating any scenario whichmay lead to international conflict. There are numerous cases where the Council's actions have successfully prevented local or global aggression. Article 23 of the UN Charted officially dicates the membership of the Council to be limited to fifteen members. Five of the members are permanent, veto-wielding members: France, People's Republic of China, United Kingdom, the Soviet Union (today, Russia), and the United States. If any of these members votes no on any substantive matter, the proposal is immediately dismissed. The remaining ten members of the Council are rotated every two years, with no single member holding membership in the Security Council in consecutive terms. For the purpose of this committee, the school who registers for the conference as Russia will take the seat of the USSR in the 1981 Security Council simulation.
